The latest APB podcast, besides showing more of the walkthrough of a mission, contains a teaser about when Beta is started. During the intro, clearly written on the whiteboard in the background is:
"Don't forget!!!
--/09 is the start of Beta!!"
The camera cuts off what comes before /09, so we're left to speculate. It could mean on the 9th, in September, or in 2009. My guess is it is alluding to 2009, though I might have heightened senses on Oct. 9th, Nov. 9th, and Dec. 9th...heh.
