That list was made from the "top 5" email that was sent out. Everyone was supposed to reply with who they thought were the top 5 Zion operatives and that list is the people who had the most votes.

EPN's version of this on Recursin... Notice it says Golden Code Sign-up.  So that makes me think the winner of this thing may end up getting the permanent golden code eyes.  Let's make sure that person is an FA, so far it looks like we have the best shot in getting it as we have more FA members competing than any other Faction.
